The transition of an increasing number social relations into the virtual space and intensive development information technology is accompanied by emergence new illegal phenomena, in particular, a criminal law nature, which requires appropriate legal regulation. Recently, infringements on public field electronic payments has significantly increased, including issuers wallets. This trend creates threat to any state that encourages international community develop norms should be implemented national legislation bring it closer standards.
